Marcus McKinney

Marcus McKinney is a Legislative Aide to Assembly Majority Leader, Karen Bass in the California State Legislature. Mr. McKinney serves as the K-12, higher education and health policy consultant to Ms. Bass. Mr. McKinney was the staff assigned to AB 1531 (Bass): High School Exit Exam, a measure that would have allowed local districts to utilize multiple performance measures, which passed through the Legislature and was vetoed by the Governor. Prior to working in the California State Assembly, Mr. McKinney was a youth leader of South Central Youth Empowered through Action (SCYEA), a program under the Community Coalition, which was founded by Ms. Bass. The organization started its “Equal Access to College Prep Courses” campaign in 2000, and eventually led efforts that resulted in Los Angeles Unified School District adopting the A-G curriculum as their requirements for graduation in 2006. SCYEA also secured over $150 million from the Proposition Better Buildings bond earmarking funds to improve the physical structure of South Los Angeles schools.
