Notes:

At the workshop, the topic of gentrification-enabling public policies came up.  The following are a few the group discussed:

  • Erosion of rent protection laws
  • Laws defining who can inherit rental property
  • Land use policies:
    • Up/down zoning
    • Rezoning industrial land as residential
  • Tax policies:
    • Real estate transfer tax – creating incentives for property flipping
    • Miscellaneous taxes, such as the $25,000 tax on mobile health centers implemented by the City of New York in the Christopher St./West Village area
  • Inclusionary zoning ordinances
  • Policies blocking/devaluing community input in planning decisions
